Background

Since its establishment on March 26, 1916, Chulalongkorn University has remained steadfast in its mission to cultivate graduates of excellence, advance frontier research, and preserve and promote arts and culture. Equally central to the University’s mandate is its enduring commitment to academic services, dedicated to the dissemination of knowledge, expertise, and innovation for the benefit of society.

To institutionalize this mission, Chula Unisearch, Chulalongkorn University (formerly the Office of Academic Services, Chulalongkorn University) was formally established on February 14, 1986, under the Regulations of Chulalongkorn University on the Office of Academic Services B.E. 2527 (1984). As the University’s representative body, the Center is entrusted with providing academic services and administering legal agreements and contractual arrangements for academic projects that engage the public sector, state enterprises, and the private sector. Its scope of services encompasses research, consultancy, and capacity-building initiatives that transform academic knowledge and multidisciplinary research outcomes into practical applications addressing societal needs.

In alignment with Chulalongkorn University’s vision and policies, Chula Unisearch is committed to advancing academic excellence and delivering high-quality academic services to society. Through extensive collaboration with external organizations, the Center advances research, fosters knowledge transfer, and expands academic outreach, thereby contributing meaningfully to sustainable social development.


Academic Services for Societal Impact

Chula Unisearch operates under the guiding principle: “Commitment to delivering academic services with dedication, professionalism, and quality to create meaningful contributions for society.”  As a central coordinating body, Chula Unisearch connects and channels the expertise of the University’s faculty and researchers to external stakeholders, ensuring the dissemination of high-quality academic knowledge and innovations to the wider community.

With a clearly defined, autonomous, and agile management structure, Chula Unisearch is able to operate efficiently, respond flexibly, and meet the needs of its clients effectively. Chula Unisearch is officially registered as a Level 1 Corporate Consultant (Registration No. 139) with the Thai Consultant Database Center, Ministry of Finance, and has maintained continuous registration ever since.

At present, Chula Unisearch provides consultancy services across 18 major areas, namely: Agriculture and Rural Development, Education, Energy, Environment, Finance, Public Health, Industry, Population Studies, Information and Communication Technology, Tourism, Transportation and Logistics, Urban Development, Water Supply and Sanitation, Law, Management and Institutional Development, Public Relations, Research and Evaluation, and Miscellaneous.

Chula Unisearch, Chulalongkorn University

Chula Unisearch is a university-affiliated organization of Chulalongkorn University, dedicated to managing research and academic service initiatives while serving as a bridge between academic knowledge and the industrial and private sectors. Its mission is to address societal, scientific, and technological challenges through comprehensive, high-quality, and innovative services accessible to all sectors.

Chula Unisearch strives to promote the application of academic expertise, technological advancements, and innovations developed by the University’s faculty and researchers, generating economic, social, and cultural value. Its operations are driven by two principal divisions:

  1. Project Management Department: Oversees multidisciplinary academic service, research, development, and consultancy projects, designed to address the needs of public agencies, state enterprises, and private organizations.
  2. Office Administration Department: Provides administrative and operational support to ensure efficient and systematic delivery of academic services.

Below is a detailed overview of responsibilities:


Project Management Department

Driving Innovation and Research Impact – Connecting Knowledge to Society

The Project Management Department serves as the core operational unit of Chula Unisearch, supporting and facilitating research, development, and consultancy initiatives led by the University’s faculty, researchers, and experts. It plays a pivotal role in fostering multidisciplinary research collaborations to establish strong and sustainable networks, while enhancing the capacities and operational efficiency of executives and personnel across public agencies, state enterprises, private organizations, and civil society—both domestically and internationally.

Aligned with Chulalongkorn University’s official registration as a Corporate Consultant with the Thai Consultant Database Center, Ministry of Finance, this department is organized into four main divisions:

1) Academic Service and Research Division 1

Responsible for delivering academic services, research, development, and consultancy projects in the following areas:

  1. Planning, Policy, and Strategic Development
    Projects related to organizational development, management systems, and policy formulation, including:
    • Developing organizational development plans, strategic plans, and human resource management strategies
    • Formulating public policies in law, education, tourism, economy, society, and public health
    • Designing performance indicators and evaluation systems
  2. Marketing and Finance
    Projects related to market research, financial analysis, and public relations, including:
    • Conducting financial analysis and risk management
    • Performing market research and attitude surveys
    • Planning and implementing public relations initiatives across various sectors, including ESG-related activities

2) Academic Service and Research Division 2

Responsible for projects in the following areas:

  1. Information Technology and Logistics
    Projects related to the development and design of information technology systems, telecommunications networks, and geographic information systems (GIS), including:
    • Conducting studies, analyses, and preparing master plans for information technology systems
    • Providing technical consultancy in telecommunications
    • Developing software applications and designing network systems
  2. Engineering and Architecture
    Projects related to master planning, physical design, and investment feasibility studies, including:
    • Developing land use master plans
    • Conducting engineering and architectural analysis and design
    • Urban planning and city development
    • Studying and designing transportation systems
    • Conducting investment feasibility studies and preparing related plans
    • Developing infrastructure in the fields of agriculture and rural development

3) Research Cluster and Special Projects Division

This division supports the research activities of faculty members and researchers under various research clusters supervised by Chulalongkorn University, aiming to advance the University as a research-driven institution for innovation. It operates through two main functions:

1) Special Projects and Academic Dissemination
2) Research Clusters

The division promotes multidisciplinary research collaborations to establish strong and sustainable research networks. Key responsibilities include:

  • Coordinating academic collaborations with government agencies, state enterprises, and private organizations
  • Supporting, promoting, and developing research clusters
  • Managing university-assigned research initiatives and facilitating efforts to advance research for societal impact

4) Training Course and Conference Division

This division is responsible for human resource development and academic conferences through two main functions:

1) Training Programs 
2) Conferences

— in areas registered with the Thai Consultant Database Center, Ministry of Finance. The division aims to enhance the capabilities and performance of executives and personnel at all levels across various organizations, both within and outside Chulalongkorn University, including:

  • Training programs for human resource development
  • Academic conferences and seminars for the public

Office Administration Department

Enabling Excellence – Seamless Support for Academic Services

The Office Administration Department serves as the administrative backbone of Chula Unisearch, providing comprehensive support for the organization and all projects managed by the Project Management Department. Its primary objective is to ensure that the delivery of academic services is efficient, seamless, and of the highest quality. The department is structured into two main divisions:

1) General Administration Division

This division delivers extensive administrative support to the Project Management Department, encompassing legal affairs, contracts and legal documentation, information technology, project databases, and researcher and expert profiles across various disciplines. It also manages procurement, facilities for project team meetings, document handling, and transportation arrangements, thereby facilitating the travel and work of researchers and experts.

In addition, the division is responsible for human resource management, organizational development, and risk management, all aimed at enhancing the efficiency of both personnel and the organization as a whole. It also oversees communications and public relations, ensuring the widespread dissemination of Chula Unisearch’s activities and accomplishments both within and beyond the University. This includes initiatives such as the radio program “WE — Rob Tua Rao”, broadcast via Chula Radio Plus and YouTube platforms, as well as supporting the production and high-quality dissemination of academic research and service outputs to society.

2) Accounting and Finance Division

This division manages accounting and financial operations to ensure the smooth execution of various projects. It facilitates the disbursement of compensation and salaries, along with project-related operational expenses, in an efficient, convenient, and timely manner. Furthermore, the division prepares summaries of income and expenditures, including reports on funding allocations to respective faculties or institutes for each project, which are then submitted to the affiliated units of researchers and experts. In addition, it oversees the overall accounting and financial management of Chula Unisearch, ensuring that all operations comply fully with the University’s policies and regulations.
